Right, but why does it have to be lame? I use media monkey. I was busy yesterday, so I haven't checked, but I think I now have 1770 ots files. I have to find out if that is correct.
Lame is the encoder -- the program sends PCM (wav type samples) to the encoder, the encoder compresses it into an MP3.
If a program asks for Lame, it is because it uses Lame's API, which is the answer to your question, I think.
Lame is a freebie (and rogue), and the reason why software developers specify it, is because if they put in their own encoder/decoder, they would have to pay major royalties to them Kraut folks that have the patent on MP3...
