Here they tell us no matter it a wedding, 21st etc
if the so called function is held at a public venue then its still considered public

if you hold it at a residence then its considered private

this public thing is that if I am outside a venue that is having a wedding on and a complete stranger walks in and sits down for any period of time then legally call it public
this I have seen happen (remember this is crazy here in Oz)
