IMAP is the way to go if your provider supports it.

Outlook is just a client, it does not have any capability to publish data. Web access is a server function. Publishing your email and calendar through a web client would be a service from your ISP. If your ISP doesn't have it, you can switch to one of the free services such as gmail, yahoo, MS Livemail, etc.
