Okay, I'm officially weirded out. I just finished putting a fresh hard-drive (new from the store) into one of my laptops and did a Windows 10 Home install on it. I let it do an express install and added zero files myself. After everything was finished, it came to the standard startup page. The weird part is that it had the background setup as a photo that my wife had taken of downtown Nashville. I didn't choose that photo and I didn't load it either. Oh, and this was before I loaded Google Chrome, which is my typical browser.

Now I'm wondering if I need to put a piece of tape over the webcam lens. I'm a bit freaked out.

Hmmm??? I suspect you have OneDrive turned on. OneDrive is integrated into Windows 10, so you can't uninstall it, but you can turn it off.
And if you're concerned about Big Brother, Google Chrome is among the worst, collecting metadata on your every move.[emoji4]

I'd vote for this. Your wife simply took a picture on her phone, which has onedrive

Guessing you will find that photo in your onedrive somewhere.

As much as we'd like to think differently, for 99% of us, our lives aren't interesting enough for other people or government to want to browse through our photos.

+1 If you ever enabled theme sync under "Sync Your Settings" that's what happened. 8/8.1 had the same feature it was labeled differently though.

win 10 (and 8.1 also) has the 'feature' that have to have an account to use it. Well, there are workarounds, but if you log in with your account on more than one computer it will sync your desktops - same apps, icons, wallpaper, layout, etc.

Makes all computers the same for you - a feature I suppose. Annoying when my new dj laptop mirrored my wife's tablet..and when I changed something it changed on her tablet...THAT is annoying. So I found the way to set it up with no 'account', like all computers in the past!

All video cams on my computers have a small piece of electrical tape over them.

my work laptop has a strip of gaf tape over the camera.

I blocked my camera, not for big brother reasons, but because we use a lot of conferencing tools for work, and working from home, I'm sometimes in a state of undress I'd rather not have accidentally shown live.
