I think they will not effect pirates much in the same vain. Its like the no guns for legit citizens idea. Take the guns away for protection and food and allow the crooks and pirates to continue holding their semi automatics and Illegal HDs full of Karaoke songs.

This falls in line with penalties for "Evading Arrest" or "Escaping from a Prison".
Do they really expect a criminal to stand and wait to be arrested or for a felon in prison to not want to get out?
Only thing is, they have incorporated laws and penalties to affect criminals and felons.
