On-site coordination for a reception is primarily concerned with preparation; receiving vendors and supplies like linens, flowers, centerpieces, favors, place cards, cakes, liquor, decor, etc. and seeing that the space is properly prepared and assembled. Most of what she does will be done before you even arrive.

She may or may not be hired to actually Captain or direct the festivities. Often, they will do little more than liason between all of you to see that you're still okay with and all on the same timeline.
 
I enjoy the on-staff wedding coordinators we work with at one of the local hotels. They are pros, through and through. People who volunteer for those duties then call themselves Wedding Coordinators in capital letters with the attitudes to match send us off the deep end. There aren't a lot of WCs in our neck of the woods - that's a luxury most folks find they can do without.
