You would need some sort of hybrid unit. This one in the link is probably more elaborate than you really need but you will get the idea

Actual terrestrial radio station or an web streaming station?

If it's an actual terrestrial radio station (like a college radio station), then you run a lot of risks airing live callers without a delay unit. Many radio stations use VoxPro to record and digitallly edit on the fly.

If it's a streaming web station, then it depends on your broadcast setup. Are you using a physical board/mixer, or are you just plugging microphones via USB into your laptop?

Here is what we do at Mix 93.3 in KC. We subscribe to an internet phone answering service (not sure of the exact one but there are a lot out there if you google). It's a 1-800 number where we leave a message for the caller "we're busy in the mix right now but leave us a CLEAN 15 second message about what your doing and what you want to hear and we may play it on the radio...." When they leave a message the service automatically converts it to a MP3 and emails it to us. The following week we have 100 or so messages that our interns go through, clean up and we use as if they were live callers. It's only about $10/mo....worth every penny.
