I can prototype one for around $150. But I have a large supply of high pressure equipment at my disposal already (line sets, jic fittings, etc)
Make sure your co2 tank has a dip stick so it gets the liquid from the bottom otherwise you need to hold the tank upside down. Also you can probably make it yourself but make sure your fittings are perfect. The length and width of the tube affect the length and spread of the smoke. No condensation, but def frost falls.

I figured that. I noticed they all have vents to venturi in air as they discharge as well.
 
Yea, you need a bottom draw setup so you're pulling liquid and not gas to the cannon.
