I told ya this does happen. Not everyone has unlimited money to put on an event and afford to have people come for free. Like I said some are promoters that charge for people to come to an event they are promoting and very successful.

We agree .. but if you don't have the money, then DON'T put on the event !!!

Different ballgame .. as a "promoter" you have legal responsibilities to both the audience and to the record distribution companies that a DJ would not have. Are the people acting like promoters doing THAT legally?
 
A lifetime ago, fresh out of college and not quite wanting to get a "real" job yet, myself and some friends started a business as concert promoters. We had to have the money to pay the bands, to rent the land, to pay insurance, etc. before the event ever happened. What we charged was based on what we had spent and what we hoped to make. Not having the money to do the event and hope that people coming was never a consideration.
