What genre would you say this song is?

It's "electronica."

It's also something very few people would call a "song." It's noise in recurring time. In a theater with dancers moving in time with the sounds it would take on some obvious artistic value - but I don't think it can stand alone as a "song."

You can get the same result standing in proximity to heavy machinery, but without choreography it's unlikely to be perceived as musical to an un-invested observer.

It's an interesting piece of music to say the least. I would go Dubstep or Electronica

On occasion when it gets very late (typically after 2:45am) at the lounge I used to play, the bartenders would tell me to see if I could get people to go home. So I'd just start playing weird stuff until the end.

This would work well in that set.
 
When i first heard it I thought good production music for a hard sell commercial
 
I'd probably put it into "Glitch Hop" or something in that space.
"Glitch Hop" is when the tone arm slips out of your hand and bounces across the record. Haven't played that since 1986 when a woman tripped on her approach to the DJ booth and fell onto the active turntable for the waiting ears of everyone in the Springfield civic center. (The club installed a plexi-glass scrim the next week.)
 
It was always a 50/50 proposition... had a woman approach at a college event to make a request - only to pass out drunk on the inactive turntable. Moved her head to the side to cue my next track: "Lights Out" - Peter Wolf.
