Those are actual sparklers not the “cold spark”. Some venues don’t know better and some just don’t care. Either way someone’s in troubleon a second viewing...it doesnt look like the cold spark boxes Taso uses...looks like full on pyro...yikes

As far as the cold sparks, no those wouldn’t light it. The temperature of the material coming out is under 60 degrees.
